This Request for Tender (RFT) opportunity is for the Maintenance of Waikato District Council’s (WDC) open spaces community recreation assets. Through these contracts, we seek to provide a sustainable service focused on proactive maintenance to ensure our assets continue to support livable, thriving and connected communities.
What we need
We are contracting these services differently to our current approach, through an unbundled model that will enable contractors to tender for the scope of works that best matches their core capabilities, and with the option of delivering in either or both the North or South geographical areas.
This is managed through three service options, split geographically, as follows:

We are seeking to appoint at least 3 motivated and experienced contractors to deliver packages of services efficiently and to a high quality, whilst having the necessary care and consideration for the community they are delivering to.
The work packages will be allocated as follows to ensure the value expected from more direct contracting of services to council will be realised:
a. Council requires at least three different lead contractors to deliver across the six contract packages – if a Tenderer is preferred for multiple packages, they may only be offered up to two packages.
b. Council will evaluate tenders to assess the best value outcome, for both non-price and price, across services and geographical area.
c. If the lead contractor is not locally owned and based, then they are encouraged to engage local subcontractors, and employ local staff to deliver the routine maintenance activities. Note: Local can include surrounding districts and cities.
All contracts will be engaged for a term of 3 years with two possible extensions of 2 years plus 2 years.
Tenderer briefing
A tenderer briefing will be held on the 9 February 2026 for attendance through an online video meeting. Attendance is not compulsory. The briefing will provide an outline of WDC’s expectations from tender proposals and provide an opportunity for tenderers to ask questions of Council’s Operations and Procurement staff about the services and the requirements of the RFT.
What’s important to us
We’re looking for contractors that understand how the communities use our open spaces, and commit to maintaining them for the communities. The ideal contractors will operate as stewards of the assets and take pride in their contribution to keeping these spaces in optimal condition.
The key objectives of this procurement are to:
- Seek a delivery method that will provide the best outcome for council and the community;
- Attract cost effective, innovative and collaborative proposals from suitably qualified and experienced contractors;
- Engage contractors that can provide the resourcing and delivery method necessary to ensure council can be confident in achieving community service level expectations for the full term of the contract; and
- Encourage transparent and fair pricing and performance mechanisms that enable efficiency, flexibility and asset growth.
